ILS' Constitution
Article 1 - Name
The name of this student organization shall be known as the "International Law Society."
Article 2 - Mission
The purpose of this organization:
- To stimulate the growth and awareness of international law primarily in the School of Law, and secondarily in the University community at large.
- To bring about education and professional development of students with interests in the laws that govern international business and relations.
- To promote the awareness and understanding of differing national cultures among the university community.
- To promote those legal institutions which further the causes of free trade, private enterprise, and economic growth in the global economy.
- To support the rule of law and democracy, and the respect for human rights throughout the world.
Article 3 - Membership
- Suspension or removal of membership status in the organization on recommendation of the executive committee and 75% of the regular members of the organization; or
- Any disciplinary proceeding set forth in the Student Affairs Handbook Code of Student Conduct.
Article 4 - Officers & Responsibilities
- President. In addition to the executive committee duties listed below, the President shall have the primary responsibility of providing overall direction to the organization. The President will represent the organization personally in all critical activities. The President will also be responsible for meetings with the organization's faculty advisor, and in any meetings with the law school administration. If the President is unable temporarily to fulfill any of these responsibilities, the Vice President or Treasurer of the organization shall take this place.
- Treasurer. The Treasurer shall be responsible for all financial matters of the organization including but not limited to internal budget supervision and dues status. The Treasurer will act as vice-chairman to the funding committee. The Treasurer's responsibility with the budget and internal financial matters will be to see tha tthe funds designated for a particular activity are disbursed properly. The organization may elect the following officers:
- Vice President. In addition to chairing the funding committee, the Vice President shall promote the overall direction and supervision of the organization. As stated, the Vice-President shall at times perform the President's responsibilities when the President is unable to do so.
- Secretary. The Secretary's primary responsibility will be to take minutes of committee meetings, to handle internal administrative matters as the executive committee may delegate, and to be the vice-chairman of the executive committee, or chairman in the President's absence.
- Class Representative. This officer's duties are to promote membership among their class and assist in all executive activities and decisions.
Article 5 - Elections
- Voting Rights: Only members may participate in the officer election. A "member" is a law student who is current with the payment of dues upon the date of the election.
- Voting Procedures: All voting for any office, representative, or committee
positions shall be done in the following manner:
- Any member may nominate another member, or volunteer.
- All voting will be done by secret ballot.
Article 6 - Activities
To accomplish the purposes of the organization, the organization may engage in activities including but not limited to:
- Jessup International Moot Court. The organization may send at least one team, composed of law students. This team will enhance the reputation of Texas Tech School of Law, expose law students to international law problems in an advocacy capacity, and further expand opportunities for law students to compete in oral advocacy programs.
- National Conference Representation. The organization may send at least two members, composed of executive officers chosen by rank to attend the ILSA National Conference. These officers will enhance the reputation of Texas Tech School of Law, expose them to other law society activities, and further expand opportunities in international law to share with the members.
- International Law Newsletter. The organization may promote a newsletter focusing on international law issues, opportunities, study abroad programs, organization activities, and any other new suitable to the organization's purpose. The newsletter may be distributed as periodically as determined by the newsletter committee.
- Guest Speakers. The organization may present one or more guest speakers per semester. Guest speakers should primarily be attorneys and law professors, as well as other professionals in the international field.
Article 7 - Committees
To organize and coordinate the activities listed in the Constitution, committees may be formed based on the activity to be supervised.
- Executive Committee. This committee shall be composed of the executive officers. Its chairman shall be the President. The purpose of this committee will be to supervise the overall organization, plan meeting agendas, and coordinate the activities of the other committees in order to prevent duplication of efforts. The executive committee reserves the right to take on additional responsibilities as its members may deem necessary, or to delegate responsibilities to additional committees as the need may arise. This committee is responsible for representing the organization before the law school and university administrations, as well as outside organizations.
- Funding Committee. This committee shall maintain primary responsibility for organization-wide funding. Its chairman shall be the Treasurer of the organization. It shall be responsible for submitting the annual budget to the Student Bar Association, and promoting fundraisers. Its membership shall be open to any members.
- Jessup International Moot Court Committee. This committee shall organize and send at least one team to the competition. A chairman shall coordinate the activities. Its membership shall be open to any member.
- International Law Newsletter Committee. This Committee may publish newsletter(s) focusing on international law issues, opportunities, study abroad programs, organization activities, and any other news suitable to the organization's purpose. The committee shall determine the frequency of publication and organize distribution. Its membership shall be open to any member.
- Guest Speaker Committee. This Committee shall maintain primary responsibility for bringing guest speakers to the law school. The chosen speaker shall be approved by the executive committee. Presentations may be open only to organization members, to the law school community, or to the general university community. Its membership shall be open to any member.
- Study Abroad Committee. This committee may promote international study programs sponsored by Texas Tech and other universities. Responsibilities include maintaining and updating an organized folder to be kept in the Law Library with access available to the entire law student community. This committee may also organize a meeting focused on promoting one or more study programs. Because the organization is a law school-oriented organization, all of the above activity committees shall have law students as their executive officers and chairmen. The expansion or contraction of committee responsibilities will be decided by the executive committee. Each committee shall select its own chairman, with each member having one vote. If the executive committee believes the chairman is not performing his or her functions in a proper manner, the executive committee shall remove that person after consultation with the other members of said committee.
Article 8 - Meetings
Article 9 - Faculty Advisor
The organization's faculty advisor shall be Professor Jorge A. Ramirez. If the current faculty advisor wishes to resign his position, a substitute faculty advisor will be selected by the executive committee. Other law school professors as well as other university professors with interest and expertise in the goals and activities of the organization are welcome to advise the organization in an informal capacity. However, the formal faculty advisor shall have the responsibility of ensuring that the organization complies with both law school and general university policies and such faculty advisor will need to be a law professor.
Article 10 - Other Affiliations
The organization reserves the right, subject to university approval, to be affiliated with any local, national, or international organizations. Any such affiliation will be authorized by the executive committee and amended into the Constitution.

Article 12 - Ratification & Amendments
This constitution will become operative upon the ratification of the members of the organization. The overall goal is to become a permanent institution at the School of Law. As a result, it shall striive to achieve the highest level of quality, and to take those steps necessary to become a permanent organization. By doing so, it will further the excellence and reputation of the School of Law throughout the State of Texas and the United States in general. As such, its members pledge to accomplish the organization's goals with their utmost effort.
The organization reserves the right to amend any provision of this Constitution. Such amendment will be introduced by the executive committee and subject to majority approval by the members of the organization.
Article 13 - Code of Conduct
The organization shall abide by the Student Affairs Handbook Code of Student Conduct published by Texas Tech University Student Affairs.
